Higher Education Programs*
More than $2.107 BILLION has been appropriated to Higher Education Programs by the Legislature to include the following:

- $1.740 BILLION – Scholarships and grants at 2-year and 4-year colleges and
technical institutions. - $180 million – SmartState™ Program - Creating Research Centers for Economic Excellence at the state's three research universities from FY 2002-03
through FY 2007-08:
- Clemson University
- Medical University of South Carolina
- University of South Carolina
- $114.2 million – Technology at public 2-year and 4-year colleges and technical institutions.
- $73.4 million - Other Higher Education Programs that include:
- $37.45 million – Higher Education Excellence Enhancement Program: Appropriations to 4-year institutions where 60 percent or more of the enrolled undergraduates receive Pell Grants. Of the funds appropriated for this program from FY 2003-04 through FY 2011-12, one-half must be allocated equally among the eligible institutions. The remainder of the appropriated funds shall be awarded to eligible institutions based upon merit, through criteria developed by the Commission on Higher Education. The general purpose of the program is to enhance higher education opportunities at the eligible institutions through enhanced facilities and improved academic instruction.
- $29 million – S.C. State University: The University has dedicated lottery funding to correct deferred maintenance problems on campus. There have been more than 25 expansive projects supported by ELA appropriations including: Dukes Gym wheelchair lift project and roof replacement; campus-wide security cameras and extended campus lighting; and multiple projects on Oliver C. Dawson Bulldog Stadium.
- $6.99 million to other Higher Education Programs.
Other Community Education Appropriations*
$63.6 million has been appropriated by the Legislature to enhance community education in the Palmetto State through:

- $20.1 million – Allied Healthcare Initiative: Specifically designed to help address South Carolina’s skilled healthcare workforce shortage. Allied Healthcare Initiative funds have allowed the state's 16 technical colleges to upgrade infrastructure resources, improve curriculum, increase enrollment, improve retention, and implement new programs in all allied healthcare program areas. The Allied Healthcare Initiative has received appropriations from FY 2006-07 through FY 2009-10.
- $19.9 million – Educational Television Network (ETV). Primarily to upgrade to digital technology from FY 2002-03 through FY 2004-05.
- $15.4 million – County Libraries. The formulas which dictate the amount of funding each county receives are set by the Legislature from FY 2002-03 through FY 2007-08 and FY 2011-12.
- $2.55 million – S.C. Department of Alcohol and Other Drug Abuse Services (DAODAS) for gambling treatment services from FY 2002-03 through FY 2007-08 and FY 2011-12.
- $5.5 million to other Community Education Programs.
K-12 Program Appropriations*
Programs targeting grades K-12 have received more than $643 million in appropriations.

- $432.3 million – Directed towards primary education (grades K-5) enhancement programs in the subjects of reading, math, science and social studies.
- $104 million – Appropriated to programs that support the Education Accountability Act (EAA) to raise the standards in all classrooms. The EAA establishes an accountability system for public education that is used to provide specific resources to improve student performance and teacher and staff development and assistance. (Source: EAA Act) Appropriations are for FY 2002-03 through FY 2006-07.
- $74 million – Appropriated to purchase more than 400 school buses, provide maintenance and fuel from FY 2002-03 through FY 2006-07 and FY 2011-12.
- $33 million - Directed towards other K-12 educational programs, including grades 6-8 enhancement programs.
